Abstract
The Implementation of a Data-Driven Approach (IDDA) framework provides a structured approach for describing and comparing initiatives that use data to support Population Health Management (PHM). It captures the context in which an initiative is implemented, the decision-making processes in which data are intended to generate value, the technical and organizational capabilities that enable data-driven working and the maturity of the initiative. The framework is designed to provide a common structure for documenting data-driven initiatives and to support comparison and learning across initiatives. It links the broader macro-environmental context to the aims, user stories and PHM processes of an initiative, while also documenting the capabilities required to operationalize these processes. The maturity component provides a structured way to describe the stage of development of an initiative. Although developed for PHM, the framework may be applicable to data-driven approaches in other domains with minor adaptations.
