Abstract
Abstract This section first explains the concept of ‘societal disruption’ to clarify what type of events we are addressing in this report. If events have a significant digital component, we speak of ‘digital disruption’. Because societal disruption in policy practice is often linked to national security and ‘critical assets’, we also consider the classification of critical processes and critical infrastructure.
